[Updated July 26, 2021 at 7:44 p.m.] The “compelling reason” required by France as a travel certificate beyond Europe is no longer mandatory for travelers who have received their two doses of vaccine (or their single dose depending on the case). However, the flow of travelers between France and foreign countries is reopened according to methods which vary according to the health situation in each country and the vaccination of travelers. Be careful, even if a country is indicated in green, travelers must still find out about the conditions of entry into the country (visa, closed borders , mandatory testing, quarantine, etc.). For example, it is not possible to travel to Japan or the United States while these two countries are classified green.

As of July 26, 2021, the green countries are those of the European Area (European Union, Andorra, Iceland, Liechtenstein, Monaco, Norway, San Marino, Holy See and Switzerland) to which are added Albania, Arabia Arabia, Australia, Bosnia, Brunei, Canada, South Korea, United States, Hong Kong, Israel, Japan, Kosovo, Lebanon, North Macedonia, Montenegro, New Zealand, Serbia, Singapore, Taiwan, Ukraine, Union of Comoros, Vanuatu. From or to these countries, no compelling reason is required but proof of complete vaccination or a negative PCR test remains mandatory.

If passengers from or to a green country can now travel by presenting their health passport or a negative PCR test if they are not vaccinated, a compelling reason will thus be requested from non-vaccinated travelers for areas classified orange and red. For countries in the orange and red zones, it may in some cases be necessary to justify a compelling reason, whether family or professional. If you are vaccinated, you only need to present proof of vaccination status and a sworn statement attesting to the absence of symptoms of covid-19 infection and contact with a confirmed case of covid-19.

If you are not vaccinated, you must present to the transport company and border control authorities a negative PCR test dated less than 72 hours before departure or a negative antigen test dated less than 48 hours before departure .
