The 150 members of the ‘Convention’ for the climate, have called for the introduction of the fight against global warming in the Constitution and the creation of a crime of “ecocide” by referendum.
The ‘Convention’ for the climate, was asked what Sunday, the introduction of the fight against global warming in the Constitution and the creation of a crime of “ecocide” by referendum, referring the executive to “its responsibilities” for the application of other measures which it has adopted after nine months of work. The head of State had decided to organize, in this exercise of participatory democracy unheard of in France after the crisis of the yellow vests, triggered by the announcement of a carbon tax on fuels.
And he had indicated in the week to consider a referendum to multiple questions on some of their proposals, sometimes clivantes, hypothesis relayed by several members of the majority or of the government. The minister of ecological Transition and solidarity Elisabeth Borne, who will receive this Sunday afternoon, on behalf of the executive to proposals of the commission, has estimated that such an election would “share the work” of the Convention “with all the French” and “mature ecological consciousness”.

But the members of the CCC, which was mandated to propose measures to reduce greenhouse gas emissions by 40 per cent “in a spirit of social justice”, have on Sunday morning taken out of power, voting against the idea of putting a referendum of their concrete measures.
“Take its responsibilities”
with the exception of the introduction in the preamble and article 1 of the Constitution of the concepts of protection of the environment, biodiversity and “the fight against climate change” and the introduction in French law of a crime of “ecocide” – to punish serious harm to the environment – which has already been rejected in Parliament. “Constitution, ecocide, OK for a referendum. For the rest, that the power to take its responsibility,” has launched one of the participants, summarizing the arguments put forward by most stakeholders.

“As the referendum we have decided to be the basis for all other discussions can happen,” summed up another, Hubert (the participants are identified only by their first names at work).
Super measures

Other measures that should polarize public opinion: the reduction of the speed on the highway from 130 to 110km/h. Several other measures aim to reduce the role of the private car, including an “improvement of the package of sustainable mobility”. The CCC also proposes to strengthen the bonus-malus ecological vehicles, aid to the long-term rental and loans at zero interest rate for the purchase of clean vehicles, the ban from 2025 new vehicle sales very issuers (+110 gr CO2/km), and prohibit the city-centre to vehicles the most polluting.

other measures include a framing box advertising, with a ban on billboards in the public space outside and the pub for products with high carbon footprint – such as large-type vehicles SUV. As well as heavy taxes on food, ultra-processed, the prohibition of GMO seeds, higher taxes on nitrogen fertilisers and the reduction by half in 2030 to the use of pesticides, and the prohibition of the most dangerous by 2035. The list also includes the prohibition of heated terraces and / or lighting of the shops at night, or a tax on dividends of companies to finance the transformation of the productive base.
