France reinforces a notch the operative screening of the Covid-19, with tests to be made compulsory, at the latest the 1st of August, for travellers from 16 countries classified as “red”, in the face of the increase in the number of positive cases for the last three weeks. Travellers coming to France from 16 countries, “where viral circulation is particularly strong,” including the United States, Brazil and Algeria, “will be required to have a test certifying that they are not carriers of the virus,” announced the Prime minister, Jean Castex.

“We know that in a number of these countries, there is no screening strategy and that therefore the access to the tests is difficult, in consequence of which we decided to generalize the tests to the finish”, he added during a trip to Paris, stating that the positive cases will be placed in quatorzaine. Morocco, originally cited in the list of source government is not “for now” according to Matignon, which states that “it is in discussion”. This measure “was needed in view of the recovery of viral circulation in our country”, argued the Prime minister, accompanied by the minister of Health Olivier Véran and the minister for Transport Jean-Baptiste Djebbari. The “devices comparable” will be put in place in the ports, he said.
Reviews on the lightness of the controls
Several doctors and political leaders have criticized in recent days the lightness of the controls at French borders. The president of the Senate Gérard Larcher (LR), it was pointed out on Friday morning on RMC and BFMTV of “serious shortcomings” in the measures put in place in airports called “strainers with Covid”. “There are clusters that develop from people who are returning from a trip and have not been put in quarantine”, yet “only effective measure” against the spread of the virus, said recently Eric Caumes, head of the department of infectious diseases at the Pitié Salpêtrière hospital in paris.

The border being closed with these countries, the measure is only “French citizens residing in these countries, or of the citizens of these countries who have a stable residence in France,” said the Prime minister. Without test carried out prior to their departure, they will have to realize “health requirements” on arrival, consisting of a screening test for virological PCR. To the Roissy airport, it should be 3000 tests per day, said Jean Castex. The results will be sent within 24 hours via email or sms, said a person in charge of the levies at Roissy.
“If they are positive, the regional Agency for health called, and it monitors their quatorzaine. And in the case where people want to really escape the test, the prefect takes an arrested individual of deprivation of liberty”, said Augustin de Romanet, chairman and ceo of Aéroports de Paris. The slide will then be “assigned to a home-specific” where it will be “controlled by the health authorities”.
Castex recommends that the French do not travel to Catalonia
Jean Castex has also “strongly” recommended to the French as”avoid” to go to Catalonia, in the North-East of Spain which showed “indices health gradients”. In France, the ministry of Health warned Thursday evening that the continuous increase in the number of positive cases detected for the past three weeks was a “trend”, revealing a rise of “the movement of the virus for several weeks already”.

He has warned against the release of “gestures barrier” during the summer period, conducive to population movements and the increase in the number of contacts at risk. “At the slightest symptom, it is more necessary than ever to get tested”, to prevent “chains of transmission, sometimes large, be formed”, he stressed. The first week of July, the screening rate had climbed to 27%, but it increased by only 14% the following week and 3% last week, according to public Health France. In total, approximately 361 000 people have carried out a PCR test last week.
The country is able to do 700 000 tests per week “and even a million if it’s needed”, assured Olivier Véran in a few days ago, while grateful that”there are places where one is at near saturation – where we test a lot, such as the Ile-de-France”, with delays sometimes too long to do the test and then to get a result.
