Discrimination in employment, housing, education or police controls : the Defender of Rights, Jacques Toubon, critical of “the failure of public policy” on this issue, and calls for the creation of an “observatory on discrimination”, in a report published on Monday.

The former keeper of the Seals also recommends that “to facilitate the proof of discrimination in the criminal field” and “ensure judicial sanctions are proportionate and truly dissuasive sanctions against perpetrators”.
