The public Prosecutor national anti-terrorism announced on Saturday the opening of an investigation for “crimes against humanity” against Aloys Ntiwiragabo.

A preliminary investigation was opened Friday for “crimes against humanity” against Aloys Ntiwiragabo, military intelligence chief during the rwandan genocide of 1994, who lives in France, said e Saturday the public Prosecutor of the national anti-terrorism.

The investigation was initiated in response to an article by Mediapart claimed to have found near Orleans. Prosecutors of the international criminal Tribunal for Rwanda (ICTR) have accused this man of having been one of the architects of the 1994 genocide in Rwanda which fit, according to the UN, at least 800 000 deaths primarily in the tutsi minority.

According to a justice source, Aloys Ntiwiragabo that was not the subject of any complaint in France and was sought neither by the Interpol, or by the French justice or rwandan.

The pole “crimes against humanity” of the court of Paris had sought to be heard as a witness in 2012 in a survey and had asked the rwandan authorities. These last, according to the justice source, had replied that Aloys Ntiwiragabo was a refugee in an african country.

In indictments dating back to 1998, targeting people suspected to be among those responsible for the 1994 genocide in Rwanda, prosecutors of the international criminal Tribunal for Rwanda (ictr) have mentioned this person.

Hunts late

Aloys Ntiwiragabo is referred to as being part of a group of eleven officials, “from late 1990 until July 1994 (…) have agreed between themselves and with others to develop a plan with intent to exterminate the civilian population of Tutsi and eliminate members of the opposition and maintain its power.”

In another act of 2002 for four of these eleven persons, Aloys Ntiwiragabo is described as having “updated” to “lists of individuals identified as the enemy – the Tutsis – and “his accomplices” – members of the opposition – in order to “run”. Following the opening of the investigation, the French justice might want to hear this man who lives near Orleans, according to Mediapart.

The same Paris court of appeal has also confirmed the beginning of July, the non-place in the investigation on the attack trigger of the 1994 genocide, a case that plagues diplomatic relations franco-rwandan for over 20 years. The lawyers of the families of the victims have announced an appeal in cassation.
