CLIMATE SAVINGS PLAN. The government will soon introduce a brand new savings plan for young people. The rate offered should be more attractive than that of the Livret A.

[Updated May 22, 2023 at 10:09 a.m.] To “finance the carbon-free world that we must leave to our children” as indicated by Bruno Le Maire on May 16, the government announced the creation of a new savings plan future climate. Intended for minors, this specific savings product can be distributed by banks and insurers, and will offer an attractive rate, higher than that of the Livret A and the Livret Jeune (3% both). It can be opened by the parents, from the birth of the child. The funds invested in the future climate plan will have to contribute to financing the ecological transition. With this new plan, Bercy intends to collect up to one billion euros per year.

The future climate savings plan will be intended for young people under the age of 18 (minors). It can be opened by the parents as soon as the child is born. It will be impossible for the account holder to make any withdrawal before reaching the age of majority. However, three exceptions exist: accident of life, illness, death.

If this new plan is tax-free, it remains riskier than the Livret A. Indeed, the capital will not be 100% guaranteed, but rather 99%. The profitability will depend on the return on the investments made, which differentiates it from the Livret A.

Blocking the funds will make it possible “to initiate long-term investments, particularly in renewable energies, the decarbonization of industry or innovative companies” as indicated in the government press kit “France Nation Verte”. This plan should also make it possible to “finance the decarbonization of SMEs and ETIs through the development of investment capital in life insurance and retirement savings” continues. The Caisse des Dépôts, it will have to ensure that the funds of this plan benefit the green industry.

In his presentation, the Minister of the Economy Bruno Le Maire highlights “remuneration guarantees higher than those of the livret A. As a reminder, the rate of the livret A is now set at 3%. It could present ” exceptional tax conditions” he continues. We can then imagine a rate higher than 4% for this new plan.

The ceiling of the future climate savings plan will be modeled on that of the livret A: 22,950 euros. It cannot exceed 23,000 euros.

The future climate savings plan will be 100% tax-free. Holders of this plan will not have to pay taxes and contributions on the interest earned.
